TEXAS CHL

CHL Eligibility: At least 21 years of age, never convicted of a felony, no Class A or B misdemeanor convictions in past 5 years, no current A or B charges pending, fully qualified under state and federal laws to buy a handgun, not chemically dependent. Other restrictions also apply. 

Residency: Must be a legal Texas resident with a Texas driver's license or state-issued  ID card.

Reciprocity: Texas has two-way agreements with the states bordering Texas. For a current list of all states where the Texas Concealed Handgun License is valid, see the site of the Texas Department of Public Safety.

Concealed Handguns: Must be concealed at all times. Any number of handguns may be carried. A CHL allows immediate possession of handguns or long arms bought from licensed dealers (no background check).

Employers: May ban employees from having handguns at work.

Concealed Handguns Prohibited: In schools, airports, courtrooms, polling places during elections or early voting, correctional facilities, horse or dog pari-mutuel tracks, professional or school sporting events, posted bars and any properly posted business. Other restrictions may also apply.

Parking lots, garages, streets and sidewalks are not included at locations where guns are banned unless access is restricted and they are properly posted.

Written Test: 3 chances to pass 35 of 50 questions: True/False, multiple choice.

Concealed Handgun Shooting Proficiency Test:
Handguns used to qualify must be .32 or larger. 
Qualifying with a semi-automatic allows carry of any type of handgun. Qualifying with a revolver allows only revolvers or derringers to be carried.

A total of 50 rounds will be fired from 3, 7 and 15 yards.

You have three chances to score 175 out of 250 possible points.

Twenty rounds fired from 3 yards:
5 rounds: one shot at a time - 2 seconds allowed for each shot.
10 rounds: two shots per set - 3 seconds allowed for each set.
5 rounds: all 5 shots in 10 seconds.

Twenty rounds fired from 7 yards:
5 rounds: all 5 shots in 10 seconds.
5 rounds in 2 sets: 2 shots in 4 seconds; 3 shots in 6 seconds.
5 rounds: one shot at a time - 3 seconds allowed for each shot.
5 rounds: all 5 shots in 15 seconds.

Ten rounds fired from 15 yards:
5 rounds in 2 sets: 2 shots in 6 seconds; 3 shots in 9 seconds.
5 rounds: all 5 shots in 15 seconds.

Signs must have the exact wording above, be in both English and Spanish, have letters at least one inch tall, printed in a color contrasting with the background and be prominently posted at the entrance to the business where guns are to be banned.

FAQ

How do I go about buying a gun in Texas? What information is needed? Isn't there a waiting period? Do I have to register the gun?

You must be 18 to purchase a rifle or shotgun from a federally-licensed firearms dealer. You must be 21 -and- a Texas resident in order to purchase a handgun. All purchasers must fill out a federal form that asks for your name, address, date and place of birth, state of residence, citizenship, and several questions about your background. The information is called into the FBI, which can approve the purchase instantly. Most purchases fall into this category. If more time is required to check your background, they issue a "delay," which can last for three business days. If the dealer doesn't get a "deny" by the end of three business days, they may proceed with the sale after the third business day. Once you get the gun, there is no registration required in Texas. You may keep the gun at home or transport it (unloaded) to-and-from a shooting range, sporting event, repair facility or gun show. If you want to carry a loaded handgun in your car* or on your person in Texas, you need to take the Concealed Handgun Course and be licensed by the Texas Department of Public Safety.

*Not all jurisdictions recognize a recent law designed to allow most law-abiding citizens 21 or older to carry a handgun in their car.
